Is Xoom a better, safer and cheaper way to send money than Western Union or Vigo?
Why would I want to use one over the other?

The advantage of using Xoom over others, like Western Union is the price of the transfering the money is usually lower with them.
If the country you are sending money to is available, then Xoom maybe be of the best value. You should compare before sending, especially if Xoom, Western Union/Vigo and others like MoneyGram are available. Western Union has a much longer history as a money transfer company; that is there big advantage over others.
Vigo is owned by Western Union. They started out as a service, providing money transfer options to residents of New York and New Jersey, to Brazil, Mexico and later other countries.
